This session will feature panelists from the Department of Human Resources IT Project Management Office (PMO), Internal Services Department (ISD), and the Project Management Institute (PMI). Managers will be introduced to key project management concepts and approaches relevant to public sector leadership.

Principal Information Systems Analyst, Department of Human Resources (DHR)
Erickson Aguinaldo is a Project Management Professional and certified Agile Practitioner with over eight years of experience leading enterprise-level initiatives across the Public, Finance, and Information Technology sectors.
Currently serving as a Principal Information Systems Analyst for the Department of Human Resources’ IT Division Project Management Office (PMO), he has overseen strategic technology projects and process improvement initiatives.

Bahram Solhjou, PE, PMP
Principal Facilities Project Manager, Internal Services Department (ISD)
Bahram Solhjou is a Principal Project Manager with Los Angeles County and a licensed Professional Electrical Engineer in the State of California. He has more than 17 years of experience in engineering, project management, and infrastructure program delivery across the public sector, utility organizations, and the private sector.
In his current role as Principal Project Manager with Los Angeles County’s Internal Services Department, Bahram leads multidisciplinary teams responsible for coordinating the design and construction of numerous County facility projects simultaneously. His responsibilities include supervising project managers, overseeing project planning and scheduling, managing design and construction coordination, and ensuring projects are delivered efficiently while meeting organizational and stakeholder requirements.

David Doan, PhD, MBA, RN, BCMAS, PMC-II, PMP, CSM, CSPO
Project Management Institute (PMI)
David C. Doan is a healthcare executive with over 30+ years as a registered nurse and 20+ years leading complex initiatives across healthcare, technology, and the public sector. As Director, Consult Partner at Kyndryl, he partners with executives to drive transformation in matrixed environments where influence matters more than authority.
David previously served as President of Project Management Institute - Los Angeles Chapter (PMI-LA) and Co-Chair for the Asian & Pacific Islander Caucus for Health (APIC), which is part of the American Public Health Association (APHA). As a first-generation Asian American and advocate for health equity, mental health, and DEI, he brings both professional expertise and lived experience to stakeholder engagement and inclusive leadership.
David holds a PhD in Health Services, MBA, and multiple certifications including PMP, CSM, and CSPO. His passion is helping public sector leaders drive results through effective communication, coalition building, and transparent accountability.
