Ms. Winters is a seasoned professional with over 33 years of distinguished service in County government, known for her exceptional technical, management, and leadership skills. Currently, she holds a special assignment as the Senior Strategic Hiring Manager under the Department of Human Resources’ Chief Hiring Strategist. In this role, Ms. Winters drives innovation, efficiency, and excellence in the County’s recruitment processes, leading efforts in hiring strategy innovation, emergency hiring, civil service rule reform, and enhancing candidate experience through advanced marketing and analytics strategies.

Previously, Ms. Winters served as Manager of Human Resources and Facilities Management in the Chief Executive Office and held progressively responsible supervisory and management roles at Community and Senior Services (currently the Department of Aging and Disabilities). She is widely recognized for her expertise in human resources, with a strong focus on policy development, performance management, investigations, and departmental operations.

Ms. Winters’ ability to navigate complex organizational challenges and implement forward-thinking strategies has established her as a vital asset in the County's ongoing modernization of its recruitment lifecycle.
