Yolanda Pina

Yolanda graduated from California State University, Long Beach and earned a Bachelor of Science in Accountancy. After completing her undergraduate degree and starting her career with the County of Los Angeles, she later obtained a Master of Business Administration from Pepperdine University. Mrs. Pina then pursued a second master's degree in Library Information Science, after her professional career led her to an executive level position with LA County Library.

Mrs. Pina was selected to participate in two of the County's first Cal State University-County   management programs: Incumbent Division Chief and Fiscal Operations Management. A limited number of employees were selected to participate in this program, which was co-sponsored with the California State University, Northridge and Los Angeles systems, respectively. Her undergraduate degree landed her an entry level accounting position with an educational toy company. She was later hired by the County in 1996 as an Accountant. Over her 27+ year tenure with the County, Mrs. Pina worked in several departments, including:

  • Programs Accounting Manager, Workforce Development and Community Services (WDACS), formerly known as Community and Senior Services.
  • Administrative Services Manager, Chief Information Office (CIO)
  • Programs Analyst, Probation
  • Budget Analyst, Assessor, and
  • Accountant, Department of Health Services/Olive View Medical Center

She is currently serving as the Chief Deputy Director/Chief Operations Officer of LA County Library. Initially starting with the department in 2006 as the Budget/Fiscal Manager, she became the Assistant Director of Administrative Services in 2009. Both as the department's former Budget Officer and Assistant Director, she oversaw the department's then $150 million operating budget and $75+ million capital budget. In 2013, she assumed her current role as Chief Deputy Director. In her role as the Chief Operations Officer, she helps the Library Director operationalize the vision for LA County Library. The department divisions reporting to Mrs. Pina include Administrative Services, Education & Engagement, Facilities & Capital Projects, Information Technology, and Public Services.

Mrs. Pina is passionate about her leadership role in the guidance, development and sustainability of services and programs that help children, families, and older adults from all walks of life, especially in communities where limited access to resources and information could have long lasting impacts.

In her private life, she enjoys the art and science of ‘exploration’. She loves the experiences of food, culture, music, travel, books and meeting people of different backgrounds and cultures. She is active in her church and has served in several volunteer capacities involving youth mentorship, young women, as well as participation in professional and community related organizations. She holds strong to the belief that we are all here for purposeful living and being in relationship with others and community. She has two nephews and relishes quality time spent with friends, colleagues, families, and strangers!
