It is never too early or too late to begin Financial Planning! The County Employees Retirement Law of 1937 directs LACERA to administer defined retirement plan benefits for the employees of Los Angeles County and outside Districts. The County also offers a 457(b) Horizons Plan and 401(k) Savings Plan as a supplement to other retirement/pension benefits that employees may have. In addition, there are many other ways to save and invest money for retirement … tax deferred! The Los Angeles County Management Council’s seminar, “Planning for Tomorrow – Your Ticket to a Secure Retirement,” will virtually bring you the experts in legal and financial retirement planning. This seminar is loaded with excellent speakers and information to help you make informed decisions that will have a lasting impact on your retirement plans and retirement years. 


Participants will:

  • Discover what it takes to plan for a secure future from a financial planning expert.  
  • Build the skills you need to assess your assets and liabilities and to start your estate planning. 
  • Receive expert advice from the Los Angeles County Employees Retirement Association (LACERA) on what to expect in your pre- and post-retirement planning. 
  • Learn how to best utilize other County retirement/pension benefits through the 457(b) Horizons Plan and 401(k) Savings Plan.

Josh Weygandt has worked in the financial services industry for over 15 years. Since 2014, he has specialized in preparing public employees for retirement. His wife Dana is a schoolteacher, and together they have three children and an obese dachshund.  In his spare time, Josh enjoys woodworking and traveling in the southwest. Josh has been helping LA County employees prepare for retirement via Empower Retirement since 2019

Larry Copenbarger is an associate attorney at Copenbarger & Copenbarger, LLP. Larry has over 20 years of experience assisting individuals, their families, non-profit groups, and business organizations in various areas of Estate Planning and Taxation Law. He also has an extensive experience in the fields of Living Trusts, Estate Planning, Medicaid Planning, and Asset Protection. Larry is an active member of the State Bar of California, the Orange County Bar Association (Trusts and Estates Section) and currently serves on the board for KidCare International of Orange County.

 Maria Calderon is a Retirement Benefits Specialist III with LACERA, and she previously worked with CalPERS as a Retirement Program Specialist II.  She has 10 years of experience guiding members through their retirement, disability, health, and death benefits.  Prior to public service she worked teaching for a non-profit school for 13 years.  She has a Master’s degree in Management and Leadership, and a Bachelor’s in Social Science. She loves spending time with her family, watching Disney movies, and going to Disneyland.   


Mark Tagawa, Lead Retirement Plan Counselor

Mark has been in the financial services industry as a Financial Advisor and Retirement Plan Counselor for over 16 years.? He was a successful Financial Advisor with Edward Jones, opening a new office and serving on the Leadership Team for the Region.? As a Senior Wealth Advisor and Vice President for First Hawaiian Bank/Bancwest Investment Services, he led a Team at the second largest ‘branch’ in the system, a large Regional Banking Center. Mark also served as a Senior Financial Advisor at TD Ameritrade before joining Empower Retirement. Mark has been with Empower Retirement for over four years and currently serves as the Lead Retirement Plan Counselor.? Mark has a BSEE and MBA from the University of Southern California and has an Accredited Asset Management Specialist® (AAMS®) and Certified Retirement Counselor® (CRC®) designations. He is married and has two sons, Marson, age 11 and Micah, age 7.
