It is never too early or too late to begin Financial Planning! The County Employees Retirement Law of 1937 directs LACERA to administer defined retirement plan benefits for the employees of Los Angeles County and outside Districts. The County also offers a 457(b) Horizons Plan and 401(k) Savings Plan as a supplement to other retirement/pension benefits that employees may have. In addition, there are many other ways to save and invest money for retirement … tax deferred! The Los Angeles County Management Council’s seminar, Planning for Tomorrow – Your Ticket to a Secure Retirement,” will virtually bring you the experts in legal and financial retirement planning. This seminar is loaded with excellent speakers and information to help you make informed decisions that will have a lasting impact on your retirement plans and retirement years.

Participants will:

  • Discover what it takes to plan for a secure future from a financial planning expert.
  • Build the skills you need to assess your assets and liabilities and to start your estate planning.
  • Receive expert advice from the Los Angeles County Employees Retirement Association (LACERA) on what to expect in your pre- and post-retirement planning.
  • Learn how to best utilize other County retirement/pension benefits through the 457(b) Horizons Plan, 401(k) Savings Plan and Life Insurance Plan.

Delia Fernandez, Financial Planner

Fernandez Financial Advisory, LLC

Delia is founder and president of Fernandez Financial Advisory, LLC, an independent, fee-only financial planning and registered investment advisory firm in Los Alamitos. She helps individuals and small business owners plan and invest for their future.

Delia is a frequent speaker to employee groups and is often quoted in publications such as the Los Angeles Times and The New York Times and appears as a guest on radio shows such as KPCC’s Air Talk. She also is an instructor in the financial planning program at UC Irvine’s Department of Continuing Education. She began her career working with money issues at TRW’s credit reporting division, where she served as director of public affairs. She was their national spokesperson with television, radio, and print media, appearing on programs such as The Today Show.


Victoria Horvatich, Attorney at Law-Estate Planning

Victoria co-leads the Estate Planning and Medi-Cal departments. She works with clients in each office, focusing on San Jose, Santa Cruz, and Sacramento, to create customized estate plans that fit their individual needs. Victoria assists in the administration and litigation departments as needed.

Victoria is passionate about helping people establish their legacies and educating prospects and clients whenever possible. She believes that each client should be in control of their plan and understand what that plan entails. She particularly enjoys speaking to prospective clients at workshops and church seminars. Victoria knew she was meant to be an Estate Planning Attorney because she gets to serve clients every day and help protect them from situations that would seek to harm them or their families.

Bill Lindstrom, Retirement Counselor

Coming from a sales and real estate background, Bill has been with LACERA for 22 years. For 20 of those years, he has been with their Member Services Division. Starting in their Correspondence Unit, he then transitioned to their Outreach Unit and has been there now for 17 years. He loves helping people and specializes in member education through presentations to members and one on one retirement counseling sessions. He sees his job as assisting members navigate the sometimes daunting and complex retirement process, and hopefully making it a graceful and smooth experience


Mark Tagawa, Lead Retirement Plan Counselor

Mark has been in the financial services industry as a Financial Advisor and Retirement Plan Counselor for over 17 years.  He was a successful Financial Advisor with Edward Jones, opening a new office and serving on the Leadership Team for the Region.  As a Senior Wealth Advisor and Vice President for First Hawaiian Bank/Bancwest Investment Services he led a Team at the second largest ‘branch’ in the system, a large Regional Banking Center. Mark also served as a Senior Financial Advisor at TD Ameritrade before joining Empower. Mark has been with Empower for over five years and currently serves as the Lead Retirement Plan Counselor.  Mark has a BSEE and MBA from the University of Southern California and has an Accredited Asset Management Specialist® (AAMS®) and Certified Retirement Counselor® (CRC®) designations. His family include his wife May and his two sons, Marson, age 13 and Micah, age 9.
