This session will feature panelists from the Chief Executive Office (CEO) Risk Management Branch, Loss Control and Prevention (LCP) Unit. Designed to help County managers and supervisors across all departments, the seminar aims to help you identify areas for operational improvement and strengthen safety and risk awareness across all types of work environments.
Whether you manage a remote team, a field team, an office-based workforce, or a combination of these, this session will demonstrate how risk management principles apply to your daily operations. LCP extends far beyond physical inventory, addressing workplace safety, ergonomic best practices, hybrid work arrangements, internal communication, and proactive strategies to reduce liability and support well-being.
The panelists will highlight Countywide challenges and best practices, including office ergonomics, strategies to avoid compliance risks, and available digital tools such as Riskonnect and RM University (RMU). Attendees will learn key operational areas of improvement to reduce the likelihood of risk incidents and the importance of baseline training for all onboarding staff.

Speakers:
Gevork Kazanchyan
Specialist, CEO Risk Management
Gevork Kazanchyan oversees the Loss Control and Prevention unit of the Chief Executive Office’s Risk Management Branch (RMB). He started his county career in 2000 as an Environmental Health Specialist with DPH and joined the CEO in 2007. He earned his bachelor’s and master’s degrees in environmental and occupational health at Cal State University, Northridge, while co-captaining the college ice hockey team. Gevork is a Registered Environmental Health Specialist and a Certified Lead Inspector/Assessor with the California Department of Public Health, as well as a nationally Certified Professional in Food Safety.
He is a part-time environmental health professor at his alma mater, having taught food protection at the College of the Canyons and El Camino College. He was the CEO’s designee on the DHR/DPH Workplace Violence Prevention Training Workgroup, where he helped develop both Countywide training modules. The Office of Emergency Management subsequently tapped him to help plan the LA County Mass Violence Preparedness Forum. Gevork has represented CEO RMB as a speaker at regional and statewide conferences and has developed training modules that have become valuable resources for neighboring county agencies. He creates, produces, and maintains the “Risk Management University” training modules on the RMB website. He has chaired the Countywide Safety Committee and directed a facility management workgroup, which established best practice standards for mold, lead, and asbestos work at County workplaces. As an advocate for First Responder Wellness initiatives, he also served on a U.S. DOJ funded, national SME panel.
Roberto Chavez
Chief, CEO Risk Management Branch
Roberto Chavez is the Manager overseeing the Risk Mitigation Section within the Chief Executive Office Risk Management Branch. His responsibilities include leading several units in the Branch, including Loss Control and Prevention, Risk Analytics, Audit and Compliance, Risk Transfer, Finance, and the Risk Management Inspector General Unit. He began his County Career in 2000 as a Human Resources Analyst III in the Department of Human Resources. He joined the Chief Administrative Office (CAO) in 2002 as part of the County's restructuring and the formation of the Risk Management Branch within the CAO. He earned his bachelor's and master’s degrees in health science at California State University, Los Angeles, and holds an Associate's degree in Risk Management for Public Entities.
Derek Cheng,
Specialist, CEO Risk Management Branch
Derek Cheng is a member of the Loss Control and Prevention unit and the Risk Analytics unit of the Chief Executive Office’s Risk Management Branch (RMB). He started his county career in 2014 as an Eligibility Worker II with DPSS. He got his first experience in Risk Management in the Return-to-Work unit in DPSS before moving on to Probation and later joining the CEO in 2021. He earned his master’s in public administration from Cal State University, Northridge. While at CEO, Derek assisted with several board motions, including the one that led to the county’s AED policy. Additionally, he participated in a workgroup with DHR, LASD, and County Counsel to revise DHR’s PPG 620 “Workplace Violence and Response” and to create the CEO’s model template for the Workplace Violence Prevention Plan to help departments comply with California Labor Code 6401.9.
Lily Hang,
Specialist, CEO Risk Management Branch
Lily Hang earned her bachelor’s degree in environmental and occupational health and safety from California State University, Northridge. She began her career as an Industrial Hygienist at Metro and has been working for the County of Los Angeles since 2002. She worked at the Department of Public Works for six years and has since advanced to the Chief Executive's Office. She has over 20 years of experience in loss control and prevention, root cause analysis, and auditing safety-related programs for County departments.
Maria Hoyos-Moya,
Specialist, CEO Risk Management Branch
Since 2005, Maria Hoyos-Moya has been a member of the Loss Control and Prevention unit of the Chief Executive Office’s Risk Management Branch. She earned a bachelor’s degree in environmental and occupational health at California State University, Northridge, and is a California State Registered Environmental Health Specialist. Maria provides leadership and mentoring to County Departments to help them comply with regulations and laws. She also provides technical support with the development and implementation of safety and health programs and policies. She has developed training webinars and resources for County Departments. Maria has chaired an ergonomic task force to help improve the County’s approach to office ergonomics, and as a result, several recommendations were implemented, and she is the chairperson of the Labor and Management Joint Committee of Office Ergonomics.
