Managers and supervisors across 38 departments in the County of Los Angeles work every day to support the Board of Supervisors priorities, achieve their department missions, promote productivity, and strive for service excellence.
The Los Angeles County Management Council (LACMC) Education Committee invites you to a dynamic virtual seminar highlighting the critical role of the Productivity Managers Network in advancing departmental quality and productivity across the County.

Through real-world examples and insider perspectives, Productivity Managers from the Departments of Mental Health, Human Resources, and Health Services will share how they partner with the Quality and Productivity Commission to:

  • Align projects with organizational priorities
  • Strengthen Productivity and Quality Awards submissions
  • Spread effective practices across departments

This session will offer practical tools and strategies that participants can take back to their own departments to enhance collaboration, increase efficiency, and achieve meaningful impact.

Participants will:

  • Explore award-winning projects that serve as models for innovation and impactful outcomes

  • Gain a clear understanding of the responsibilities of departmental Productivity Managers and their role in driving success through coordination with the Quality and Productivity Commission

  • Attain firsthand insights from project teams on navigating the Productivity and Quality Awards Program (PQA) process, including timelines, requirements, establishing cost saving, cost avoidance, lessons learned and tips for creating strong submissions

  • Discover proven approaches for cross-department collaboration, stakeholder engagement, and knowledge transfer

Jennifer Hallman

Jennifer Hallman
Mental Health Program Manager III, DMH

Jennifer Hallman is a Licensed Clinical Social Worker who currently serves as the Chief of Quality Assurance for the County of Los Angeles- Department of Mental Health (LAC-DMH). She received a Bachelor of Science Degree in Public Management and Criminal Justice and a Bachelor of Arts Degree in Psychology from the University of Arizona, and a dual Master’s Degree in Public Administration and Social Work from the University of Southern California.

After receiving her Masters, Jennifer worked for Edelman Children’s Mental Health Clinic and then Edelman Adult Mental Health Clinic providing assessment, therapy, and case management services to clients with severe emotional and behavioral mental health issues. Jennifer oversaw and managed the initial implementation of the Departments Alternative Crisis Response (ACR) Unit which is responsible for overseeing the network of crisis response services including 988, mobile crisis field response, and receiving facilities and ensuring crisis response services are coordinated and comprehensive throughout Los Angeles County.

Jennifer has been working within the Quality Assurance Unit of LAC-DMH for over 15 years. Jennifer is responsible for managing and overseeing the Department’s Mental Health Plan contract for Specialty Mental Health Services with the State Department of Health Care Services. She oversees Medi-Cal Site Certification and Credentialing, LPS Facility Designation, Health Information Management, Network Adequacy, Access to Care and Quality of Care. In addition, Jennifer is currently leading the Department’s call center modernization efforts, designed to streamline processes for crisis dispatch and linkage to services, modernization technology, and reduce time-to-care by improving coordination across the system of care.

 

Violeta Kim

Violeta Kim
Health Program Analyst II, DMH


Violeta Kim is a Licensed Clinical Social Worker and currently serves as a Health Analyst II with the Department of Mental Health’s (DMH) Quality Assurance Policy and Technical Development Team. In this role, she works closely with mental health providers across the county, offering guidance, technical assistance, and clinical expertise to help ensure services are effective and accessible to all communities.
Over the past decade, Violeta has had the privilege of working in both the Department of Children and Family Services (DCFS) and DMH, in roles ranging from children’s social worker dependency investigator to direct clinical care and program supervisor. Her experience spans working with adults living with chronic mental illness, supporting children and families involved with the child welfare system, and collaborating with community organizations to strengthen services. She is committed to ensuring that the mental health system meets the needs of individuals and families.

 

Lana Ghil

Lana Ghil,
Human Resource Analyst IV, DHR


Lana Ghil is a native Angeleno who has lived in LA County all her life, with the exception of a two-year stint at New York University. She graduated from UCLA with her Bachelor of Arts in International Development Studies. She joined the County in 2008 and has worked primarily in the administrative areas of Budget, Fiscal, Human Resources and Facilities Management.
During the January 2025 Windstorm and Wildfire event, Lana served as a Disaster Services Worker (DSW) Coordinator at the County Emergency Operations Center to assist departments with their DSW requests and deploying DSWs Countywide.

 

Dr. Pattie Soltero Sanchez

Dr. Pattie Soltero Sanchez,
Clinical Nursing Director II, DHS


Dr. Pattie Soltero Sanchez is the Clinical Nursing Director, Regulatory Compliance Officer, and Productivity Manager at Rancho Los Amigos National Rehabilitation Center. She also serves as the Chair for the Los Angeles County Productivity Commission’s Productivity and Quality Awards.
She earned her Associate Degree in Nursing from East Los Angeles College, her Bachelor of Science in Nursing and Master’s in Organizational Management from the University of Phoenix, and her Doctor of Nursing Practice degree from California Baptist University.
Dr. Soltero Sanchez has been widely recognized for her leadership and dedication to advancing nursing excellence. She is a recipient of the DAISY Award for Extraordinary Nurses and was featured by Working Nurse Magazine as a Nurse Leader. The California State Legislature honored her as a positive role model for Latinas in nursing, and she was awarded the Patient Safety Image Award at the Los Angeles County Department of Health Services Patient Safety Conference.
Her alma maters, East Los Angeles College and the University of Phoenix, have recognized her as an Outstanding Alumni. Most recently, she was honored by Los Angeles County 1st District Supervisor Hilda Solis for leading the implementation of a nurse-run clinic at the Emergency Intake Site, providing critical healthcare services to unaccompanied children crossing the U.S.–Mexico border.
