County leaders have long managed competing demands and complex responsibilities, requiring a continual balance between operational priorities, organizational expectations, and personal well-being. In recent years, evolving workplace dynamics, ongoing organizational change, and increasing complexity across the public sector have further underscored the importance of maintaining balance in order to sustain effective leadership and long-term performance.

Our previous wellness seminar provided a foundation for understanding the importance of well-being in leadership roles. This year’s seminar, Wellness: Work-Life Balance for LACMC Leadership, builds on that foundation by focusing on practical strategies, real-world experiences, and approaches that support balance in demanding environments.

We will hear from County leaders across departments as they share their perspectives on managing workload, setting boundaries, adapting to evolving expectations, and fostering a culture that supports both individual well-being and high-performing teams.


Participants will:

  • Explore practical strategies for maintaining work-life balance in demanding leadership roles
  • View real-world examples of how County leaders manage workload, priorities, and boundaries
  • Hear from the County’s leadership on their experiences, challenges, and approaches to sustaining performance
  • Learn about the County’s available wellness resources and support programs that promote employee well-being

  Charmaine Dorsey, MSW, LCSW

  Chief Well-Being Officer

  Charmaine Dorsey is a Licensed Clinical Social Worker. She earned her  bachelor’s and master’s degrees from  the      University of Southern California. Charmaine has served with LA Health Services (DHS) since 2001. She is currently serving in the role as  inaugural Chief Well-Being Officer and is leading the priority of well-being for  over 23,000 workforce members.

Prior to this appointment, she served as the Director of Patient and Social Support Services. Her work centered around advocacy and support for vulnerable populations. She led and supported collaborative work towards providing integrated healthcare, mental health, substance use services and identifying and addressing social needs in the Emergency Departments, Inpatient and Outpatient settings. Charmaine is a supporter of Compassionate International and the Long Beach Rescue Mission. She is also on the Executive Boards of the Clinical Scholars Action Network, a national non-profit focused on health equity, and the Los Angeles African American Employees Association, where her work is focused on social impact and community supports.

Charmaine has 2 amazing adult “children”. She enjoys traveling, music, exercise/dancing and cooking. Charmaine’s faith and trust in God sustains her and provides her purpose, hope and joy. Charmaine is passionate about caring for those that care for others and recognizes this mission as a priority so that everyone thrives.


   Dr. Christina Falcon, Psy.D.

   Clinical Psychologist II

Dr. Christina Falcón is a licensed psychologist whose career has largely focused on working with youth and adults involved in the justice system. Her early clinical experience was rooted in community mental health, providing trauma-informed therapeutic treatment to children, adolescents, and their families during pre-licensure years.

Dr. Falcón later joined the Department of Mental Health as a clinician and eventually moved into a clinical supervisor role with the Department of Health Services at the Twin Towers Correctional Facility. For more than a decade with Los Angeles County, she provided structured therapeutic programming to youth in the juvenile justice system and then supervised the professional development of unlicensed clinicians working with dually diagnosed incarcerated adults.

In 2025, she transitioned to the Department of Human Resources as an Employee Assistance Program clinician. In this role, she provides counseling to County employees, facilitates wellness trainings, and offers individual consultation to supervisors and managers. Dr. Falcón remains committed to fostering resilience, promoting wellness, and supporting the diverse workforce of Los Angeles County.


  Regina Guzman, LCSW

  Psychiatric Social Worker II

  Regina Guzman is a Licensed Clinical Social Worker with the Los Angeles County Employee Assistance    Program. She brings more than 14 years of professional experience within the County’s Juvenile Justice system and  Community Mental Health. She holds a Master of Social Work degree from California State University, where she specialized in Child, Women, and Family Services.

  Ms. Guzman’s practice is rooted in trauma-informed and culturally responsive care, supporting individuals and families navigating complex emotional, behavioral, and systemic challenges. In addition to her work with the County, she maintains a private practice in which she provides spiritual counseling and holistic support.

Her professional approach is grounded in compassion, empowerment, and a deep respect for human resilience. Outside of her clinical roles, she draws inspiration from nature, international travel, spiritual study, lifelong learning, and time with her family.
