The rules governing hiring in Los Angeles County have changed. Following the most significant modernization of the Civil Service Rules governing recruitment, examinations, and hiring in decades, this seminar provides managers with an opportunity to learn what has changed, why it matters, and how to successfully navigate the hiring process under the updated rules.

Hiring in Los Angeles County is more than filling vacancies—it's a collaborative process designed to ensure every hiring decision is based on merit while meeting the workforce needs of today and tomorrow. Whether you're preparing to hire, partnering with your HR team, or pursuing career opportunities yourself, understanding how the hiring process works can help reduce delays, improve hiring outcomes, and support fair and effective selection decisions.

This practical seminar provides an end-to-end overview of the County's hiring process, from workforce planning and examination development through candidate selection. Participants will learn why the Civil Service Rules were modernized and how the new Policies, Procedures, and Guidelines (PPGs) support their implementation. The session will also explore how managers and HR can work together to anticipate staffing needs, avoid common pitfalls that delay hiring, understand alternative staffing options available under specific circumstances, and successfully move candidates from recruitment to appointment.

Mr. McFarland is a Principal Analyst with the County of Los Angeles Department of Human Resources. Leveraging expertise in job analysis, test development, validation, recruitment, and merit-based principles, he oversees a team of professional experts responsible for ensuring candidates are evaluated fairly based on job-related criteria. Mr. McFarland and his team of experts are a driving force behind several initiatives, including championing LA County’s initiative to recognize and value the “lived experiences” brought by job candidates, utilizing these experiences to predict employee success, and facilitating job placement for community members with barriers to employment. Currently, he is actively involved in implementing changes to the County’s Civil Service Rules and newly developed Policies, Procedures, and Guidelines related to recruitment and hiring.
